About the Role
Pacific International Lines (PIL), a global leader in shipping and maritime logistics, is seeking an experienced and results-driven Head of Pacific Manning Colombo to oversee and lead the operations of its manning agency in Sri Lanka. This leadership role is ideal for a maritime professional with a deep understanding of crewing operations, regulatory compliance, and seafarer development.

Key Responsibilities
- Oversee and direct the full spectrum of PMA Colombo’s crewing and recruitment functions in alignment with PIL’s global standards and compliance frameworks.
- Lead the strategic planning and execution of crew recruitment, training, welfare, and retention strategies for Sri Lankan seafarers.
- Ensure strict adherence to maritime conventions, including MLC 2006, RPSL certifications, and ISO-based QMS.
- Supervise all crew logistics, including documentation, onboarding, repatriation, medicals, certifications, and flag state compliance.
- Maintain accurate and timely records using crewing software and prepare regular reports for headquarters in Singapore.
- Conduct internal audits, ensure agency certifications are current, and lead continuous improvement initiatives.
- Promote a culture of professionalism, safety, integrity, and PIL’s core values within the seafaring community.
- Prepare and manage annual budgets, ensuring cost-efficient operations and timely submission of manning fees.
- Act as the primary point of contact for local maritime authorities, unions, vendors, and stakeholders.
- Represent PIL at local crewing meetings, seminars, and industry forums.
- Address crew grievances and resolve agency-related operational issues with speed and empathy.
Qualifications & Experience
- Proven leadership experience managing a manning or crewing agency.
- Strong working knowledge of international maritime labor conventions and industry compliance standards.
- Excellent leadership, negotiation, and stakeholder management skills.
- High emotional intelligence and the ability to lead culturally diverse teams.
- Strategic thinker with hands-on capabilities to implement effective solutions.
- Proficient in crew management software and reporting tools.
- Bachelor’s degree in Maritime Management, Human Resources, or related field (preferred).
